Yes it does offer a complete set of (role-based if needed) permissions. For example on the pcuf.fi site (PC users of Finland) there are different permissions for the members at the Board, their secretary and so on, also at the mwjds.org there are specific sections for the teachers.
Normally you set one set of permissions for each project and then arrange the projects hierarchically as you see fit.
